What is the SOAR Program?

The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) initiative is the only federal funding source dedicated exclusively to supporting local after school, before school and summer learning programs. The No Child Left Behind Act reauthorized 21st CCLC in 2002, transferring the administration of the grants from the U.S. Department of Education to the state education agencies. The SOAR program reports to the Kentucky Department of Education and is guided by the 21st CCLC grant goals and objectives. Ludlow Independent Schools partners with NaviGo College & Career Prep, Inc. to achieve the best outcome for the students of Ludlow High School.
